The Story Behind Mercer County’s Most Iconic Photo

Mercer County, West Virginia, is known for its cascading waterfalls, found in state parks and
along scenic roadside pull-offs. But one legendary photo captures that same power in a
completely unexpected way.

On December 17, 1993, a once-in-a-lifetime shot of East River Mountain in Bluefield was
captured by the late photographer Mel Grubb. Thick fog rolled over the mountain, creating the
illusion of a massive waterfall. A World War II veteran, pilot and well-known local photographer,
Grubb was especially recognized for his aerial shots — and this one looked almost too perfect
to be real.


How Was This Photo Taken?


A few days before the photo was taken, Bluefield and a large part of the south and southwest
were covered by a three-inch snowfall. A large high-pressure system then settled over West
Virginia, Virginia, North Carolina and South Carolina. This system had just enough strength to
push fog up over the mountains to the south and across East River Mountain.


Later, the high-pressure system met a cold front moving in from the northwest. This created a rare
stationary display of fog that poured over the mountain all day, lasting until 11 p.m. This
atmospheric phenomenon transformed the landscape into a mesmerizing display reminiscent of
a waterfall frozen in time. It was the perfect setup for an unforgettable image.


The Power Of A Photo


Before the days of social media, this photo spread the old-fashioned way. It went “viral” by word
of mouth, hanging in homes, businesses and public spaces throughout Mercer County. It quickly
became part of the local story and was something people were proud to show and share.


Today, prints of the photo are still sold by local photographer Steve Jessee in the Mercer Street
Grassroots District
. And while many locals still treasure it, most orders now come from people
living outside the area who want a special piece of Mercer County.

Visiting East River Mountain


Although the weather hasn’t repeated that exact pattern since, a drive up East River Mountain is
still one of the best ways to take in the beauty of Mercer County. What was once a tough and
winding trip between Bluefield, West Virginia, and Rocky Gap, Virginia, was made easier with
the construction of the East River Tunnel in 1974. Today, the mountain is one of the most scenic
backdrops in the area.

At the East River Mountain Overlook, you’ll find yourself 3,500 feet above sea level with
sweeping views of rolling mountains, patchwork valleys and the town of Bluefield far below. It’s a
place where you can watch storms roll across the landscape, enjoy the cool mountain breezes
and see wildflowers in the spring and summer.
